Satellite Coordination and E-Notification with Br-space Software ITU
COURSE OVERVIEW
This Course on Satellite coordination procedures and filing is very important for Administrations and member states of ITU that use the radio spectrum and orbit resources. Satellite filing and coordination is mandatory for all terrestrial and satellite operations around the world. The Spectrum and orbit resources are very important assets that must be used equitably, fairly, rationally and efficiently for the benefit of all member states of the ITU. It is also very important that these spectrum and orbit resources are used without causing any harmful interference and further that the UN treaty on outer space is complied with by all satellite operators.
This course shall provide a forum for participants from administrations and operators to familiarize and analyze existing and new procedures for space notifications and reporting of interference to the ITU. Participants will further work with online space management software tools of the BR to do notifications and reporting to the BR. References will be made to ITU Regulations and WRC Resolutions as well as Spectrum Management Handbooks from BR.
LEARNING OBJECTIVES
The Objectives of this Course are as follows:
Understand the UN Treaty on outer Space of 1967
Provide an exposure to ITU Radio Regulations,
Learn how to plan for new Satellite Systems and Services
Learn how to do Coordination and Notification Procedures in accordance with Article 9 and 11 of ITU Radio Regulations respectively,
Learn how to do electronic filing and notifications to BR
Familiarize with ITU databases and software packages and filing procedures for Non-Plan space services.
Understand Space Plans
Understand procedures for Interference management, resolving and reporting to ITU-R
LEARNING OUTCOMES
After completing the course participants are expected to be familiar with the satellite filing, coordination and notification procedures as contained in the ITU-R Radio Regulations,
Participants will be able to use of ITU BR Space software packages and SNL databases,
Participants will understand International Frequency and Information Circular (IFIC), Preface and the Rules of Procedure (RoP).
Participants will familiarize with online Satellite Interference Reporting and Resolution System (SIRRS)
Carry out efficient spectrum and space management functions in respective administrations in order to minimize interference
Be able to plan and bring into Orbit new satellite systems

COURSE PREREQUISITES
As a prerequisite the audience of this course must have technical and administrative functions in administrations of member states. Participants are expected to be from engineering or technical background familiar with the principles of satellite communication. Familiarity with ITU’s Radio Regulations and satellite notification are dealt with by the ITU, would be an advantage.
